Cable TV companies are at the very early stages of migrating to DOCSIS 3.0, a migration that is occurring at the same time these firms are generally losing broadband customers to telcos. It also is happening as the largest cable TV player is facing tremendous scrutiny for network management traffic-shaping practices that have involved delays in some peer-to-peer traffic.

Meanwhile, cable TV companies are trying to get the industry off the subject of speed to talk about capacity and quality of service.
